Description of the Project: 1.1.1. The project is intended to design, develop, integrate, test and deploy an integrated Qatar Design Enquiry System (Q-DES) including Q-PRO System Enhancement and Migration. 1.1.2. Qatar Online Design Enquiry System (Q-DES) has been conceptualized to replace the existing paper based design enquiry process with a completely paper-less and web-based process. 1.1.3. Q-DES would be leveraged by the use of latest GIS and mapping technology to further enhance the functionality of this system, which would also enable integration of this system with other existing and forthcoming applications in the organization, in order to improve the overall efficiency of the organizational work flows in particular and helping other agencies in general. 1.1.4. Usually design enquiry is performed for any infrastructure projects with other services; the project engineers perform feasibility analysis of their projects by sending out conceptual designs of the projects to all utility service agencies to get their feedback / comments. This is to avoid impedances during construction phase from any of the service agencies. After receiving comments from all the agencies, the project engineer would make necessary changes to the project design. This process is known as Design Enquiry Approval process. 1.1.5. Currently, the design enquiry process is a paper-based system, whereby the engineer submits the concept drawings along with associated documents with relevant forms to all the utility agencies. These documents are submitted manually to all the agencies and later on collected back from each agency after a significant number of follow-ups. This duration between submissions to collection may take few days to several months. Further delays may be caused due to loss of documents or other problems associated with manual routing of documents between several persons in the agencies. 1.1.6. The purpose of this project is to automate the existing design enquiry system using latest information technology leveraged by GIS (Geographical Information System) and migrate existing Q-PRO System with enhanced function into the same Q-DES framework.. 1.1.7. This document contains conceptual design of the design enquiry system. It also describes the existing automated systems currently running in the organization, as the new system must be integrated seamlessly with other system such that the integrated system functions like a single unified system.
